The buildings belong to the charity, not the beneficiaries occupying them for the time being. It’s up to you, I think, to make any decision to install solar panels or not.
They will no doubt cost you quite a bit, I doubt that you will get any subsidies for buying or fitting them, and, as the electricity consumers in question, your residents will end up getting any financial benefits the panels may provide.
