We have held the position that while their belongings are in the property, meaning that we cannot release it for any works that need doing before someone else moves in, that they are still “in” the property.

Firstly welcome to Almshouses!

Second, we do not charge rent, we charge Weekly Maintenance Charges (WMC)

Thirdly, I would check your Letter of Appointment. The Standard one says:
“18. When the Resident vacates the almshouse for whatever reason, all items belonging to the Resident should be removed by them forthwith. Weekly maintenance contributions and utility bills must be paid up to the departure date. Should a Resident ask to vacate the dwelling forthwith, the weekly maintenance contribution must be paid to the end of the notice period. ”

We work with families, when they are involved, and say that WMC have to be paid until the property is cleared. The same applies for a sole licensee.
