We agree with William and decided that for us as Trustees to judge what ‘poor’ is very difficult, on the back at that we decided that in housing terms we would use Housing Benefit entitlement, (so as defined by the Government, not us). The additional plus point to this for the resident is that they gain from the benefit rather than having to erode savings/income to pay WMC.
